The site that we wish to develop is 15km west of Hanoi, along Route 32 and Lang Hoa Luc Highway. Cutting through the site is the alignment of proposed Route 4. This land in the district of Hoai Duc is in the province of Ha Tay bordering Hanoi. We have identified 530ha of agricultural land, used for planting padi. Although an estimated 2500 householders work on this land, it is obvious that the income gained from working an average 0.2ha per household is very low; this land is a valuable resource that can be better utilized.

Location and Site Plan

The current economic situation in in Hanoi points to the opportunity that exist to use this land to overcome some acute problems faced in the rapid process of modernization and urbanization in Vietnam:

There is a large demand for housing, where Hanoi residents have to live in very overcrowded conditions
Land for commercial and industrial use is scarce and expensive, providing a disincentive to investment
The fast growing capital city is lagging behind in infrastructure; there is an urgent need to decentralize Hanoi with modern development along the outer ring of the city along Route 4 to cope with the rapid pace of urbanization
Vietnam has a big young population that is looking for employment and economic opportunities: the country is shifting from an economy based on agricultural to a multi-sectoral economy integrated with the world

Our proposed development seeks to transform the agricultural land into a township that will supply modern housing; that will offer land for productive commercial and industrial use; which will contribute to upgrading the roads and other infrastructure in Greater Hanoi: to help it keep pace with rapid urbanization; to generate local and foreign economic investment and provide jobs and business opportunities. The removal of existing houses is minimized; the displacement of farmers from their land will be attractively compensated for their loss of income with a combination of payment in cash and kind.

DEVELOPMENT CONCEPT - MULTI SECTORAL

Our overall mission is to unlock the economic value in the 530ha of land so that affected farmers and their family, the affected Communes, the District and Provincial Administration, the capital city of Hanoi, the Central Government, as well as the local and foreign joint-venture partners, all gain from this development.

Multi-sectoral Development

Hoai Duc Township will comprise development into 3 broad sectors:

Mixed Housing sector consists of houses built for various income groups. The residential sector will have products for the low-income, low-medium income, medium income, as well as the higher income categories. Together with the houses will be commercial and social facilities to make it into a self contained township. The mixed housing development is targeted to meet the huge pent-up demand for new housing with modern infrastructure.

The Commercial and Industrial Corridor along Route 4 will attractive to investors to set up light-industry factories, assembly plants, logistic hubs, and corporate offices that want to be highly visible and easily accessed from a major highway. Route 4 is identified as a major development strip that will skirt Hanoi and link Noi Bai Airport to the south. This sector is targeted to Malaysian, regional and multinational firms that want to take advantage not only of the opportunities provided by Vietnam in general, but also of the particular attraction of the Hoai Duc Township

The Commercial and Industrial Corridor
Educational Sector – this comprises vocational training schools, colleges and university including academic, residential and ancillary facilities. Having a young post-war population, the country needs to develop its human resources to attain a higher level of skill and education. The developers will partner with local and foreign education providers to develop the institutions to serve this market. There is potential in private sector initiative as has happened in Malaysia.

Educational Sector
Small-industry villages – these are new villages adjacent to existing communes where cottage enterprises, small businesses and small to medium scale industries are encouraged. The construction of these villages will go on stream in the early stages of the project to compensate the farmers who have to make way for it.

Development Phasing

The phasing of the construction of the Hoai Duc Township will synchronize development of various sectors, looking for synergies between the various sectors.

Initial Stage

At the start of the project about 100 ha will be acquired. The land will be used to:

Excavate the lakes to provide earth for fill. Soil tests will be carried out to ascertain the suitable locations. Relying on localized cut and fill is necessary to avoid importing massive amounts of earth on the small roads that serve the site at present.
Commence work on the service road that links Route 32 to Lang Hoa Lac Highway – particularly to bring the transport connection, water mains and high- tension electricity supply to the site.

Complete some of the Small-industry villages. Land here will be offered to affected farmers –it will encourage the start-up of small industries to serve the upcoming market for building materials and services; these Small-industry villages will immediately link to the infrastructure of the existing settlements around the site, but will eventually become integrated with the future township.

Phase 1 Development Components

In this phase the selling of the development products commences.

The developers will launch lower priced mixed housing – some of these products will be
offered to the displaced farmers. Particularly suitable will be the lower priced housing and shops. These products will also be targeted to other local residents of Hoai Duc and the neighbouring district in Hanoi City.

This phase will see the complete all Small-industry villages. The roads in the neighbouring settlements will also be upgraded as necessary. Access into the site for construction and sales and marketing activities will be fully secured.
The developers will launch the Commercial/ Industrial Corridor – the target market includes:
- manufacturers from Malaysia and region that want to serve the demand for building materials created by this and other projects in Vietnam,
- manufacturers that involve labour-intensive processes that get benefit from the cheap but high quality labour available in Hanoi and Ha Tay

The developer and its partner in education will launch a training school to produce skilled construction workers. There is an existing demand for Vietnamese workers to work in foreign building sites. And of course, there will be jobs for the graduates of the school in the project itself.

Phase 3 Development Components

In this phase, the development is expected to go beyond the critical mass, where the Township becomes economic magnet attracting residents, workers and businesses from outside the province of Ha Tay and the neighbouring district in Hanoi.

By this time Route 4 is completed, not only between Route 32 and Lang Hoa Lac Highway, but from Noi Bai Airport to the south, linking various modern developments circling Hanoi.
At this stage the marketing of the Commercial/ Industrial Corridor will emphasize on high-tech/high rise buildings that can serve as corporate offices.

Similarly, the launching of the Commercial and Entertainment zones in mixed housing sector can now aim to attract people and businesses from a much wider geographical base, that cater to the whole of “Greater Hanoi”.
The housing component in the mixed housing sector can be completed.
The educational enterprise will start to upgrade itself towards providing university level education. Construction of the campus, which includes academic, residential and ancillary facilities can commence.

CREATING COMMUNITIES AND OPPORTUNITIES

Mixed-use
The mixed housing area comprises both housing and shops – this is to ensure not only that the housing is fully served by commercial amenities, but also to make available the economic opportunities for employment and enterprise.
In addition to this, the Township integrates housing, educational institutions, commercial and industrial – including for big, medium and small enterprises, and social facilities in a way that allows people that live, work, study and rest in one place.

Honeycomb concept
This concept, though pioneered in Malaysia, should be suitable for Vietnam with the high emphasis given to the communal life in its traditional past and socialist culture. The aim is to retain community life in high density urban areas, where there is a tendency to change into an individualistic society.
The honeycomb design attempts to create communities by first clustering of houses into small groups. In apartment blocks, six or less apartments share a lobby. For landed property, less than 20 houses share a cul-de-sac courtyard.
Secondly, it creates of a hierarchy of semi-private and communal spaces. In the Kotapuri shop/apartment block for example, small groups of units share a lobby, and less than 150 units share a semi-public courtyards.

The design of the layout, phasing and development components in the proposed Hoai Duc Township is based on a philosophy of creating a city that offers opportunity to its people whilst retaining the communal features of traditional and socialist Vietnam.

Mixed income
The various neighbourhoods offer housing products that are sold at a range of prices. For example, in the Lamanpuri neighbourhood, garden apartments of 80sm built-up area are available next to quadruplexes of 120sm.

In the Cantumansari, every house is in a cul-de-sac and each house faces a small pocket park where their small children can play safely. The courtyard parks can be used for communal use.
In the honeycomb layout with its cul-de-sac, there is less road compared to rectilinear layout. In this way, there is more room for open spaces and trees without sacrificing land-use efficiency.

High density
Hanoi is overcrowded because available land is underused. The Hoai Duc Township aims to fully utilize the 530 ha of land identified. With the Honeycomb concept, a high density of houses can be achieved, without compromising the quality of the social and physical environment.

Integration with Hanoi City
The development of the Township is expected to go through 3 stages:
At first, most people live in the Township but work in Hanoi City. At this stage it is a dormitory suburb.
As the Township economy grows, there will be more and more people who both live and work in the Township. At this stage the Township can be said to be self-contained.
As the Township matures, more people from outside Hoai Duc, including people from Hanoi, will come to work in the Township.
Once a certain critical mass has been achieved, Hoai Duc Township will have a combination of all three types of population. At this time, Hoai Duc Township can be said to become an integrated part of Metropolitan Hanoi.

After Phase 3, the proposed Hoai Duc Township will be largely complete becoming a satellite town that is not only self-contained, but fully integrated with Hanoi. It will have
